Police are appealing for witnesses to an assault near Watling Street in Gillingham on 20 August.
It happened at the junction with Park Avenue between 9.30pm and 9.45pm.
A man driving a black scooter with L plates got off his vehicle and approached two boys aged 15 and 13 who were riding bicycles.
The motorcyclist is then reported to have pushed one of the boys and hit the other across the face.
Neither boy was injured during the incident.
The man is between 17 and 20 years old, white, between 5ft5 and 5ft7, of medium build with cropped fair hair.
He was wearing a black full-face crash helmet with a light-coloured paisley style pattern and a grey hooded top.
