A pervert with learning difficulties who abused children because he was “bored” has been jailed indefinitely.

Timothy Hill, 28, of Tutsham Way, Paddock Wood, was made subject to an indeterminate sentence for public protection. He was told he will have to serve a minimum of four years before being considered for parole.

Judge Jeremy Gold QC said the offences were a “stark example” of Hill’s difficulty understanding sexual boundaries. He added that he had to impose the indefinite jail term as Hill is a significant risk of serious harm to members of the public.

“If I impose a determinate sentence or extended sentence I am putting in place a framework where he will be released for sure when I simply do not know whether he would have responded to a course (of treatment) or not.

“It is not in the public interest for a young man of these sexual tendencies to be released into the community until there is a certain degree of confidence.”

Judge Gold added that Hill admitted rape, four offences of sexual assault and one of inciting a child to engage in sexual activity.

Prosecutor Eloise Marshall told Maidstone Crown Court Hill asked one of his victims whether they wanted to have “willy fun” before placing the child’s hand in his groin area.

Another was told not to tell anyone of what he had done or he would go to prison.

Hill initially denied any abuse, claiming the children were liars. However he later admitted to the police he had “done wrong”.

“He said: 'I wish I never did it.’,” said Miss Marshall.

“He later told the probation officer in his report that what led to him committing these offences was that he was bored having lost his job.”

Jacqueline Carey, defending, said Hill was deeply remorseful. “He has done wrong and he is anxious that I publically apologise on his behalf.”

Hill has already served 150 days on remand. The court was told he has been bullied by other inmates despite being on the vulnerable persons wing.

Hill was also made subject to a Sexual Offences Prevention Order which bans him from having unsupervised contact with a child under 16. Upon release he must also sign on the sex offenders’ register and is disqualified from working with children.
